Member Participation in Windsurfing

WPWC is designated as a Community Amateur Sports Club. This entitles us to relief on the property rates that we pay to the local council. That’s important - if we didn’t get an annual rebate from the council we’d have to put up the cost of member subscriptions. HMRC brought in rules which require clubs receiving rebates to demonstrate adequate levels of ‘participation’. They’ve set this as being at least 50% of members participating (visiting their club or a related activity) an average of once a month, or 12 times per year.  These rules are really aimed at weeding out sports clubs where maybe making money from the drinks bar is more important than actually doing sport. It seems unlikely then that HMRC would penalise us. So, whilst our club isn’t really the target, we can’t be too complacent and it’s worth us following some simple steps to demonstrate compliance.

We ask members to commit to taking part 12 times a year, or once per month if joining part way through the year. That includes coastal visits with other members and doing any maintenance, or helping with events and the like. We hope this isn’t too onerous. We’re not making anyone come up more than it suits them though and we’re not going to keep count! We’ve decided to drop the tick list we were operating as it wasn’t completely reliable - members forgot to record some visits and other sailing they did away from the club. In any case, the data we have from membership forms for 2016/17 and 2017/18 indicates that we complied with HMRC’s requirements even if some participation wasn’t recorded. We also recognise that windsurfing is a very physical activity and you can’t do it every time you want to, due to safety or health concerns!
